Your idea of a private sector range is good up to a point. But really, wild horses are America's heritage and the intent of the 1971 WHB Act was not to put them in "museums" or restrict them to private parks - although that certainly helps the individuals living on them - but rather to manage them forever on America's public lands. I'd still like to see that happen...
